The 21-year-old is expected to join Stade Velodrome on loan, with the option to buy for £14 million plus an additional £3 million; Norwich has also added a sell-on clause.
The England Under-21 international was previously turned down by Marseille, but he will now join boss Roberto de Zerbi in the south of France.
According to Canaries boss Johannes Hoff Thorup, Rowe declined a chance to play in the Canaries’ 2-0 first-day loss at Oxford this month due to interest from a Ligue 1 outfit.
He did not play in Norwich’s Carabao Cup victory over Stevenage and Blackburn in the 2-2 Championship match. He’d been practicing with the club’s under-21 squad.
Rowe, who came through the club’s system, scored 13 goals in 38 appearances last season, although Norwich lost to Leeds in the Championship play-off semifinals.
It comes after Portsmouth-wanted forward Abu Kamara, 21, lodged a transfer request this week, and Norwich sold striker Adam Idah to Celtic.
They are on the verge of signing Ante Crnac, a 20-year-old Croatian striker who scored eight goals in 26 league appearances last season, from Polish club Rakow Czestochowa. Crnac is seen as a clear successor to Idah.
